Welcome to our special services department. We believe that all students are general education students. Our goal is to facilitate an appropriate education for all students with disabilities. Please contact us if you suspect your child may have a disability or have questions about services.
SCSD#1's Special Services offers a wide range of programs and services that are provided for students in K-12th Grade with special educational needs. Our special education department strives to ensure that exceptional children develop mentally, physically, socially and emotionally.
Every school in our district provides special education services within resource rooms as well as regular classrooms. Some schools also have specialized district-wide programs.
Services are provided for students with educational disabilities in full compliance with regulations and requirements of the Wyoming Department of Education (WDE) and the federal mandates as outlined in the individuals with Disabilities Education Act (IDEA).

CHILD FIND NOTICE
The Individuals with Disabilities Education Act (IDEA) requires school districts to provide outreach to parents to inform them of the full spectrum of instructional programs and related services offered to students with disabilities. Sweetwater County School District Number One, State of Wyoming “Child Find” services locate, identify, and evaluate students with disabilities residing in the District.If your child is not currently receiving special education services and you believe that the child has learning and/or behavioral difficulties including: autism, deaf-blindness,developmental delay, emotional disabilities, hearing impairment, intellectual disabilities,multiple disabilities, orthopedic impairments, other health impairments, specific learning disabilities, speech or language impairment, traumatic brain injury, or visual impairment,please contact the Special Services Director of the District at (307) 352-3400. Some school age children with disabilities, who do not meet eligibility criteria under the IDEA, may be eligible for services under the Rehabilitation Act of 1973, if it is determined that they have a physical or mental impairment which substantially limits one or more major life activities, and have a record of such an impairment, and are regarded as having such an impairment.

Children eligible for special education services from the District include those children age three to 21. If you suspect that your child, at any age, may need an evaluation to determine eligibility for special education services, you may request an evaluation, at no cost, from the District. All information by evaluation is strictly confidential. Interpreters are available for parents needing communication in their native language.
Wyoming MTSS Implementation Guide
iSteep for Multitiered Systems of Support (MTSS)
Sweetwater County School District #1 (SCSD#1) integrates iSTEEP as a central component of its Multi-Tiered System of Supports (MTSS) to ensure that all students receive timely, data-driven interventions. iSTEEP is used as both a universal screener and a progress monitoring tool in reading and mathematics, allowing educators to identify students’ strengths and needs early and with accuracy.
Through iSTEEP’s benchmark assessments, SCSD#1 collects consistent data three times a year to determine which students may need additional support beyond core instruction. Teachers and intervention teams analyze this data to guide instructional decisions, identify students for Tier II and Tier III interventions, and set measurable growth goals.
For students receiving targeted interventions, iSTEEP’s progress monitoring system provides frequent and reliable data on how well students are responding to supports. This ongoing feedback loop allows teachers to adjust instruction, intensify interventions when necessary, and celebrate progress when students meet benchmarks.
At the district level, iSTEEP also helps SCSD#1 monitor program effectiveness and maintain fidelity of MTSS implementation. By providing clear, research-based data, iSTEEP strengthens the district’s ability to align instruction, allocate resources, and ensure equitable support for all learners.
